I think this "Government" has already collapsed.

1.  No Constitution--Supreme Court makes law at will.  It no longer interprets law.
2.  Appeals Courts Stacked with Libs to sit in judgement of illegal actions of Regime.
3.  Senate is run by one corrupt individual--Harry Reid
4.  Libs, or Dems, worship Party and Control over loyalty to Citizens and Constitution.
5. The Regime is run by illegal officer and directed by Shadow Party.
6.  Elections are now SElections as illustrated by Fraud, Immigration, and Lawlessness.
7.  Citizens have been redefined by the Regime as anyone they want at the time.
8.  The Regime is now in control of individual health treatment, Doctors, Medical, Insurance, and Toilets.
9.  The House, the only entity with some Constitutional authority left, is intimidated by Regime, Media, IRS, and doesn't use the only power it has to control the Power of the Purse.  I'm not sure the Regime would recognize this control even if the House exercised it's authority.
10. The Regime has established a Welfare State of dependence.
11. $90+ TRILLION Unfunded Mandate and $17 Trillion Debt with no end in sight and no real budget.
12. World Instability run by Community Organizers and Muslim Brotherhood is Regime Foreign policy.
13. Money supply and banks are controlled by Feds, World Moguls and other Shadow Organizations.

That is just for starters.
