I've been told by a Senator that he had to vote for cloture so that he could vote against the bill.
What that really means is he had to vote for cloture (when he could have stopped the bill) so that he could vote against the bill (when he couldn't stop it, but would go on record as opposing the bill without stopping it).
Can this Senator be trusted?
