Following is an update for an Anonymous tip from and Anonymous responder.
For those that care and those that don't trust the numbers you can find the real numbers here. All I could decipher is that they were restructured in August 2009 and the new format of tables for March 2012 will be issued April 2012.
If you understand this stuff, could you decipher it for me?

Energy and college tuition, according to the notes at the bottom of the chart, ARE included in the CPI via major and subcomponents of other elements. For example, energy is a part of the transportation and housing elements.
